Colonel (Ret) Martin J. (Marty) Devine recently retired as Chief of Staff, 261st Theater Tactical Signal Brigade, Delaware National Guard. His previous assignment was as the Commander of the National Guard Bureau Joint C4 Coordination Center. He is the Director of Information Security and Chief Information Security Officer for the Catholic Health East Health System in Newtown Square, PA.
He began his military career as a Cadet at the United States Military Academy, West Point, NY after graduation from Archmere Academy and a surviving charter member of the “I played for Joe Moglia Club”. His first assignment was Platoon Leader, A Company, 280th Signal Battalion. After completing the Signal Officer Basic Course as the Honor Graduate, he was assigned to the 101st Airborne Division (Air Assault) as the Division Artillery Communications Platoon Leader. While in the 101st he also served as the Headquarters Battery Executive Officer and Signal Officer for the 321st Field Artillery Battalion and Acting Commander for Headquarters Battery. He was later assigned to the 5th Special Forces Group (Airborne) where he served as Signal Detachment Executive Officer, Company Executive Officer, Group Signal Officer and Company Commander. He was the Honor Graduate of the Signal Officer Advanced Course and competitively selected to be the Signal Officer for the 3rd Infantry Regiment, (The Old Guard) in Washington, DC.
In 1995, following his tour with The Old Guard, Marty left active service and but stayed in the National Guard. He served consecutive assignments within the 129th Signal Battalion as the Operations Officer, Executive Officer, Assistant Division Signal Officer and acting Commander. In 1999, he joined the Special Operations Detachment (Joint Forces Command) as the Signal Officer. Following Operation Iraqi Freedom he was named as the Chief of Staff for the Special Operation Detachment (Joint Forces Command). In 2004 He transferred to the Delaware National Guard where he served as the Commander of the JCCC.
His combat assignments include Company Commander 5th Special Forces Group (Airborne) during Operations Desert Shield/Desert Storm, Battalion Executive Officer SFOR 10, and Signal Center Director for the Combined Joint Special Operations Task Force – Arabian Peninsula during Operation Iraqi Freedom and Enduring Freedom. Marty also participated in numerous contingency missions in support of Special Operations Command Central Command.
His military education includes Jumpmaster Course; Rappelmaster Course; Signal Officer Basic and Advanced Courses (Honor Graduate); U.S. Army Combined Arms Staff Officer Course; U.S. Army Command and General Staff College and The Air Force War College. Marty is a graduate of the Naval War College with a Master’s degree in National Security Strategic Studies specializing in African Strategic Studies. He received the President’s Award for Academic Excellence and was nominated for the Distinguished Honor Graduate Award. He is currently working towards his doctorate in Organizational Leadership.
In his civilian career, Marty is the Director of Information Security and Chief Information Security Officer for Catholic Health East. As CISO he developed an information security program that covers 47,000 employees at 37 major hospitals from Maine to Florida. Certifications include: Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), and Certified Business Continuity Professional (CBCP)
Civic activities and associations include Catholic Youth Ministries for the Diocese of Wilmington ( Former member Board of Directors); Special Forces Association (Life Member); National Guard Association of Delaware, Association of the United States Army, Knights of Columbus, Veterans of Foreign Wars, Signal Corps Regimental Association, the American Legion, Sons of the American Revolution, and the Boy Scouts.
He is married to the former Kelly Osborn and he has four sons: Joseph, Patrick, Sean and Mike. They reside in Wilmington, Delaware and are all Auks (or soon to be).
